The California High-Speed Rail Authority (Authority) is responsible for planning, designing, building and operating the first high-speed rail system in the nation. California’s high-speed rail system will connect the mega-regions of the state, contribute to economic development and a cleaner environment, create jobs and preserve agricultural and protected lands. By 2029, the system will run from San Francisco to the Los Angeles Basin in under three hours and will be capable of speeds of over 200 miles per hour. The system will eventually extend to Sacramento and San Diego, totaling 800 miles with up to 24 stations. In addition, the Authority is working with state and regional partners to implement a statewide rail modernization program that will invest billions of dollars in urban, commuter, and intercity rail systems to meet the state’s 21st century transportation needs.

  • Major construction is progressing in the Central Valley with more than a dozen active sites covering over 119 miles.
  • Three design-build construction teams are working between Madera and Kern Counties on contracts valued at $3.24 billion.
  • Workers are building bridges, viaducts and grade separations at multiple locations and the first structures are expected to be finished in 2017.

An Opportunity: to Serve as the High-Speed Rail Authority's CEO

The California High-Speed Rail Authority (Authority) has an exciting opportunity for you to serve as the Authority’s Chief Executive Officer (CEO). The CEO leads and directs all activities of the Authority; establishes strategic plans, objectives and policies and is directly responsible to the Board of Directors for implementation of the high-speed rail program.

As the CEO, you will have the opportunity to:

  • Represent the Authority at meetings, hearings, and conferences with foreign, federal, State, and local governmental officials, the Administration, the legislature, and civic groups on major high-speed rail program policies and issues
  • Develop short- and long-range plans for the planning, development, construction, and operation of the statewide high-speed rail program
  • Review and approve plans, specifications, and estimates for the high-speed rail program planning, development, and construction
  • Manage and cultivate relationships with Authority staff, contractors, and consulting firms to ensure deadlines and performance measures are met
  • Oversee all aspects of the Authority including the Administration Office, Communications Office, External Affairs Office, Financial Office, Government Relations Office, Information Technology Office, Legal Office and the Program Delivery Office
  • Establish and maintain strong working relationships with staff from all levels of Authority, other state departments, the federal government, the private sector and other countries
  • Implement the Authority’s mission of planning, designing, building, operating and maintaining a high-speed rail system to connect and transform California in accordance with laws, policies, and procedures on-time and within budget
  • Build the Nation’s first high-speed rail system!

An Opportunity: to Demonstrate Your Required Experience and Qualifications
  • Experience in a high-level management position dealing with the development of multi-billion-dollar transportation infrastructure projects, including sensitivity to impacts on communities, agricultural resources, environmental justice issues and other affected stakeholders
  • Established working relationships at the highest level with local, state, federal, and international organizations to ensure collaboration and transparency
  • Experience in program delivery areas of environmental, right-of-way, construction, rail operations and/or program controls
  • Familiar with innovative strategies to deliver infrastructure projects
  • Experience making financial programing decisions in an environment with dynamic goals and objectives
