We have continued the work we started in 2018 -- to build an organization focused on performance and delivery. Starting from the top down, the Governor made important new appointments to the Board of Directors and the Chief Executive Officer has formed a new executive management team aligned around progress and delivery. On the project delivery front, we adopted a cost and schedule Program Baseline and implemented more rigor in critical decision-making through a stringent governance process.
These changes have yielded results. More construction sites open, more workers on the job, and more third party agreements have been completed. Our right-of-way process is faster and more efficient, clearing the way for faster-paced construction in 2020. On the environmental front, we identified preferred alternatives for two Bay Area project sections between San Francisco and Merced and four Southern California sections between Bakersfield and Anaheim. We are on track to environmentally clear the full Phase 1 system in the next 18 to 24 months.
