February was a great month at high-speed rail! From a visit from the Federal Railroad Administration to the release of our 2024 Draft Business Plan, our project is moving forward. Read all about the great news of the month and as per usual, jobs and scholarships!

California High-Speed Rail Welcomes Federal Railroad Administration to Sacramento for Mock-Up Design Tour

The second image, on the right, is a man seated in a preliminary design of business seating in the high-speed train car.Earlier this month, delegates from the Federal Railroad Administration (FRA) including FRA Administrator Amit Bose, toured the preliminary design space at Cal Expo to learn more about the next stage of development for our rolling stock interiors. The Authority and federal partners, like the FRA, mutually benefit from visits like these to exchange critical insights and guidance to develop effective transit policy objectives and procedures. The delegates also participated in a Safety Planning Meeting and met with officials from the California State Transportation Agency.

 

 

Draft 2024 Business Plan Open for Public Comment

The 2024 Draft Business Plan was released February 9 for a 60-day public comment period ending on April 9, 2024. The Business Plan includes information about the advancement of the project, the regions involved in connection, funding, risk management accountability and future estimates. The plan reports to the public and policymakers the progress towards the objectives that were described in the Project Update Report from March 2023. Highlights include a federal investment in the project of $3.3 billion from the federal government to boost work on the Merced and Bakersfield segment. The plan details the work ahead with procurements to purchase electrified trains, design track systems and engineering services in the rail operating division. The first construction package CP 4 covering 22.5 miles in the Central Valley has reached substantial completion, the Authority has reached over 12,900 construction jobs and the department is set the record for the number of daily workers on the job sites. More progress to come in 2024!

2024 SHPEtina Conference – Igniting Latina’s in STEM

Earlier this month, the Authority was a proud sponsor and participant in the annual SHPEtina conference hosted this year by the UC Merced Society of Hispanic Professional Engineers (SHPE) student chapter. The theme of the conference was to ignite Latinas in STEM by cultivating brilliance and nurturing resilience. Students of all genders were welcome and SHPE chapters from California and other states were invited to participate in the conference. The Authority led two sessions titled Building Supportive Networks: Mentorship and Networking. In this workshop, female leaders at the Authority discussed ways to begin and develop mentorship relationships and how to navigate complex networking spaces in the transportation and rail industry. Following, the Authority set up a table at the career fair and were busy chatting with SHPE students from start to finish of the career fair. Students were very eager to hear about the California High-Speed Rail Program and how to find jobs on the project.

Associate Governmental Program Analyst (Outreach and Communications Specialist), California High-Speed Rail Authority (Los Angeles, CA)

The Outreach and Communications Specialist performs a variety of complex and technical analytical support tasks pertaining to the Authority’s comprehensive stakeholder and public outreach program in Southern California. The position is responsible for researching information, preparing presentations, developing talking points and fact sheets, planning events, and responding to requests for information from stakeholders and the public. This position also represents the Authority with community and stakeholder groups.

Public Information Officer (Bilingual), California High-Speed Rail Authority (Sacramento, CA)

The Public Information Officer is responsible for educating the media and the public about the California High-Speed Rail Authority and the high-speed rail project through consistent and strategic communications. The incumbent will assist with a variety of Spanish-language media relations tasks. This position will advise the Information Officer II on media relations and assist with planning and preparing materials for press conferences and other media events and public presentations in both English and Spanish. This position will serve as a spokesperson for the project to the media, public groups and individuals inquiring about the high-speed rail project. This position will maintain relations with key members of the media.Fluency in written and spoken English and Spanish is required to be appointed to this position. Bilingual testing will be conducted to certify bilingual Spanish fluency. Certified Spanish bilingual hires will receive an extra pay differential of $200 per month while performing a minimum average of 10% Spanish bilingual related job duties.

Associate Accounting Analyst, California High-Speed Rail Authority (Sacramento, CA)

The Associate Accounting Analyst performs accounting functions. The incumbent supports the development, administration, and monitoring of the Authority’s accounting operations through accounting plans, policies, procedures, and standards, and ensures that sound accounting decisions are made and adhered to. In this position, the Associate Accounting Analyst will perform tasks with a concentration on Accounts Payable reporting functions to ensure the fiscal integrity of accounting data and compliance with all applicable accounting principles, state, federal and organizational rules, regulations, and procedures.

Associate Governmental Program Analyst (Contract Management Analyst), California High-Speed Rail Authority (Sacramento, CA)

The Associate Governmental Program Analyst (Contract Management Analyst) performs the more complex analytical support for Contract Managers in the Program Delivery Office of the High-Speed Rail Authority (Authority). This position ensures the consistent administration of contracts and works with contract managers, contract administrators, and support staff. The incumbent supports all phases of a contract from execution to contract closeout and ensures that assigned statewide contracts and agreements are administered and managed in accordance with policies and procedure of the Authority, the State Contracting Manual (SCM), and the California Government Code (GC).

The Staff Services Analyst (SSA) performs a variety of tasks required to accomplish the Legal Office’s administrative functions and a variety of complex administrative and analytical tasks requiring a high degree of independent action, initiative, discretion, and tact to ensure the efficient and effective functioning of the Authority’s Legal Office.

Intern – Heavy Civil Engineer Summer 2024, Dragados Flatiron (Selma, CA)

A heavy civil engineering intern will support construction efforts for the high-speed rail project with work that is both in the office and in the field. In the field, the incumbent will support field crews with interpreting drawings and specs, perform quantity calculations and measurements, assist in work planning and surveying, compile labor timesheets and safety tasks, assist with ordering of material, deliveries and field operations, attend pre-shift meetings, assist in the preparation of Job Hazard Analysis (JHA’s). In the office the incumbent will perform material takeoffs and basic calculations aid in data gathering and document preparation – RFIs, daily reports, etc. assist in procurement and maintenance aid in project record keeping and cost reports assist with change orders and subcontractor operations.

Arcadis provides Project and Construction Management Services to oversee the construction of the California High-Speed Rail System (System) in California’s Central Valley. Transportation Career Academy Program – Application Open

TCAP provides summer internship opportunities to current junior and seniors (class of 2024 and 2025), who depend on transit, reside in LA County, live in close proximity of a Metro rail station and whose schools are located near Metro’s rail expansion efforts. This program offers students an opportunity to learn about careers in transportation and how to apply classroom theories and concepts to “real-world” work situations at one of the nation’s largest public transportation agencies.

2024 CAPIO Young Communicator Scholarship

Applications are now being accepted for the CAPIO Young Communicator Scholarship. This program awards one $1,500 scholarship to an undergraduate or graduate student seeking a career in government communications.Eligible candidates must be enrolled full- or part-time at a California state college or university, or must have graduated within one year of applying for the scholarship. Candidates must be majoring in a communications-related field such as communications studies, public relations or marketing with a GPA of at least 3.0.
