Merced to Madera Civil Construction RFP
The California High-Speed Rail Authority anticipates issuing a Request for Proposals (RFP) to procure a contract for Progressive Design-Build (PDB) Services for Merced to Madera Civil Construction.

Subject to Board approval, the Authority intends to enter into a progressive design-build contract to provide pre-construction services and construction services for the Project, which consists of approximately 30.3 miles of new high-speed rail guideway extending from just south of Mission Avenue in the City of Merced to the southern project interface at Construction Package 1 in Madera County. The corridor traverses primarily flat agricultural terrain within Merced and Madera Counties.
The Project alignment is subdivided into North, Wye, and South design segments and further organized into constructible geographic segments to support phased delivery. The project includes extensive embankment construction, major bridge structures, roadway reconstructions, drainage improvements, floodways and natural water courses, animal crossings, and irrigation facilities.
The Project is anticipated to be implemented through multiple Notices to Proceed (NTPs), allowing early contractor involvement, progressive risk retirement, and phased construction authorization.
