\u5e74 8 \u6708 19 \u65e5<\/p>\n<p><strong>\u6d1b\u6749\u78ef<\/strong> \u2013 \u52a0\u5dde\u9ad8\u901f\u9435\u8def\u7ba1\u7406\u5c40\uff08\u7ba1\u7406\u5c40\uff09\u8463\u4e8b\u6703\u4eca\u5929\u6279\u51c6\u4e86\u8c9d\u514b\u65af\u83f2\u723e\u5fb7\u81f3\u5e15\u59c6\u4ee3\u723e\u9805\u76ee\u7d04 80 \u82f1\u91cc\u7684\u6700\u7d42\u74b0\u5883\u5f71\u97ff\u5831\u544a\/\u74b0\u5883\u5f71\u97ff\u5831\u544a (EIR\/EIS)\u3002\u8a72\u884c\u52d5\u70ba\u5f9e\u820a\u91d1\u5c71\u5230\u6d1b\u6749\u78ef\/\u963f\u7d0d\u6d77\u59c6\u7684\u9ad8\u901f\u9435\u8def\u9805\u76ee 500 \u82f1\u91cc\u7684\u7b2c\u4e00\u968e\u6bb5\u8def\u7dda\u4e2d\u8fd1 300 \u82f1\u91cc\u7684\u52a0\u5dde\u74b0\u5883\u8cea\u91cf\u6cd5\u6848 (CEQA) \u7684\u5168\u9762\u6e05\u7406\u92ea\u5e73\u4e86\u9053\u8def\u3002\u59d4\u54e1\u6703\u7684\u884c\u52d5\u6a19\u8a8c\u8457\u5357\u52a0\u5dde\u5730\u5340\u74b0\u5883\u6587\u4ef6\u7684\u7b2c\u4e00\u500b CEQA \u8a8d\u8b49\u3002<\/p>\n<p>\u201c\u96a8\u8457\u6211\u5011\u5c07\u8a72\u9805\u76ee\u79fb\u81f3\u6d1b\u6749\u78ef\u7e23\uff0c\u4eca\u5929\u7684\u6279\u51c6\u4ee3\u8868\u4e86\u8a72\u9805\u76ee\u7684\u53e6\u4e00\u500b\u91cd\u8981\u91cc\u7a0b\u7891\uff0c\u201d\u9996\u5e2d\u57f7\u884c\u5b98\u5e03\u8cf4\u6069\u00b7\u51f1\u5229 (Brian Kelly) \u8aaa\u3002 \u201c\u6211\u5011\u611f\u8b1d\u8207\u7576\u5730\u548c\u5340\u57df\u5408\u4f5c\u5925\u4f34\u7684\u5408\u4f5c\uff0c\u56e0\u70ba\u6211\u5011\u81f4\u529b\u65bc\u5efa\u8a2d\u4e00\u500b\u6e05\u6f54\u3001\u96fb\u6c23\u5316\u7684\u9ad8\u901f\u9435\u8def\u7cfb\u7d71\uff0c\u8a72\u7cfb\u7d71\u5c07\u9023\u63a5\u6211\u5011\u5dde\u7684\u5b50\u5b6b\u5f8c\u4ee3\u3002\u201d<img \u7684\u6700\u7d42 EIR\/EIS \u548c\u9805\u76ee\u90e8\u9580\u7684\u6279\u51c6\uff0c\u4f7f\u7ba1\u7406\u5c40\u5728\u8cc7\u91d1\u53ef\u7528\u6642\u53ef\u4ee5\u958b\u59cb\u65bd\u5de5\u524d\u5de5\u4f5c\u3002\u8a72\u8def\u6bb5\u5728\u4e2d\u592e\u5c71\u8c37\u548c\u6d1b\u6749\u78ef\u7e23\u5317\u90e8\u7684\u7f9a\u7f8a\u8c37\u4e4b\u9593\u63d0\u4f9b\u5357\u5317\u9ad8\u901f\u9435\u8def\u9023\u63a5\uff0c\u7e2e\u5c0f\u4e86\u76ee\u524d\u5169\u500b\u5730\u5340\u4e4b\u9593\u5b58\u5728\u7684\u5ba2\u904b\u9435\u8def\u7f3a\u53e3\u3002\u8a72\u90e8\u5206\u65e8\u5728\u5bb9\u7d0d\u8207 Brightline West \u9ad8\u901f\u9435\u8def\u9805\u76ee\u9023\u63a5\u5230\u62c9\u65af\u7dad\u52a0\u65af\u3002<\/p>\n<p>\u8463\u4e8b\u6703\u5c0d\u6700\u7d42\u74b0\u5883\u6587\u4ef6\u7684\u8a8d\u8b49\u548c\u8c9d\u514b\u65af\u83f2\u723e\u5fb7\u81f3\u5e15\u59c6\u4ee3\u723e\u9805\u76ee\u90e8\u7684\u6279\u51c6\u91cd\u7533\u4e86\u7ba1\u7406\u5c40\u627f\u8afe\u5230 2023 \u5e74\u5b8c\u6210\u5f9e\u820a\u91d1\u5c71\u5230\u6d1b\u6749\u78ef\/\u963f\u7d0d\u6d77\u59c6\u7684\u52a0\u5dde\u9ad8\u901f\u9435\u8def\u7cfb\u7d71\u7b2c\u4e00\u968e\u6bb5\u5b8c\u6574\u7684\u74b0\u5883\u904e\u7a0b\u3002<\/p>\n<p>6 \u6708\uff0c\u4f5c\u70ba CEQA \u548c\u570b\u5bb6\u74b0\u5883\u653f\u7b56\u6cd5\u6848 (NEPA) \u7684\u727d\u982d\u6a5f\u69cb\uff0c\u7ba1\u7406\u5c40\u6e96\u5099\u4e26\u767c\u5e03\u4e86\u6700\u7d42 EIR\/EIS\u3002\u5c0d CEQA \u548c NEPA \u5be9\u67e5\u671f\u9593\u6536\u5230\u7684\u516c\u773e\u610f\u898b\u7684\u56de\u61c9\u662f\u672c\u6700\u7d42 EIR\/EIS \u7684\u4e00\u90e8\u5206\u3002<\/p>\n<p>CEQA \u548c NEPA \u7684\u4e0b\u4e00\u6b65\u5c07\u5305\u62ec\u767c\u5e03\u7b26\u5408 NEPA \u8981\u6c42\u7684\u6c7a\u5b9a\u8a18\u9304\u548c\u63d0\u4ea4 CEQA \u6c7a\u5b9a\u901a\u77e5\u3002\u6700\u7d42 EIR\/EIS \u53ef\u5728\u4ee5\u4e0b\u7ba1\u7406\u5c40\u7684\u7db2\u7ad9\u4e0a\u627e\u5230\uff1a <a 119 \u82f1\u91cc\u7684 35 \u500b\u4e0d\u540c\u5efa\u7bc9\u5de5\u5730\u7a4d\u6975\u5efa\u8a2d\uff0c\u5e73\u5747\u6bcf\u5929\u6709 1,100
