2025 Project Update Report

This is the California High-Speed Rail Authority’s (Authority) 2025 Project Update Report that was submitted to the Legislature on March 1, 2025. It fulfills the Authority’s requirement to update the California Legislature biennially on the development and implementation of intercity high-speed rail service. The Authority is undergoing a comprehensive effort to update its design criteria, scope, cost, procurement strategy, ridership, and schedule. These updates will be submitted to the Legislature later this year.

Within the 2025 Project Update the Authority has provided:

  • CEO Ian Choudri’s vision for California high-speed rail and objectives going forward
  • Accomplishments since the 2024 Business Plan
  • Updated funding and expenditure figures
  • Progress of the Merced to Bakersfield segment, which is under construction and advanced design

2025 Supplemental Project Update Report

The 2025 Supplemental Project Update Report outlines a clear path to achieve commercial success at the earliest possible stage, ensuring the system begins generating compelling economic return and maximizing the value of California’s investment.

This report proposes several potential scenarios to advance the program, including the work already underway in the Central Valley and beyond, to connect in the south to Northern Los Angeles County at Palmdale and in the north to the electrified Caltrain system via Gilroy. Cost estimates, funding needs, construction completion schedules, and ridership and revenue projections are included for each scenario. These scenarios include:

  • Merced – Bakersfield
  • Gilroy – Bakersfield
  • Gilroy – Palmdale

High-Speed Rail Network

Once completed, high-speed rail will revolutionize transportation in California, allowing riders to travel seamlessly from San Francisco to the Los Angeles area and beyond. The Authority has presented several potential scenarios to bring high-speed rail service to California as quickly as possible.

Scenario 1: Merced to Bakersfield

NOTICE

The California High-Speed Rail Authority prepares a biennial report to the California State Legislature on the status of the program. The requirements for submission of a biennial Project Update Report were updated in June 2015 (AB 95) and require that on or before March 1, 2015, and every two years thereafter, HSRA provide a project update report, approved by the Secretary of Transportation, to the budget committees and the appropriate policy committees of both houses of the Legislature, on the development and implementation of intercity high-speed train service pursuant to Public Utilities Code Section 185030. The report, at a minimum, shall include a program wide summary, as well as details by project section, with all information necessary to clearly describe the status of the project. Project Update Reports are published in odd-numbered years, and the next report will be issued in 2025.
