SB Compliance – Efforts to Achieve Participation

To ensure small businesses are afforded every practicable opportunity to participate in the Authority’s contracting and procurement program, prime contractors must make demonstrable efforts toward meeting applicable SB, DVBE, and DBE goals. Under federal guidelines for DBE goal achievement, these efforts are known as Good Faith Efforts (GFE).

The Authority has established its guidelines, herein known as Efforts Toward Achievement (ETA), to increase SB and DVBE participation in the high-speed rail project. These efforts, GFE and ETA, are collectively known as Efforts to Achieve Participation (EAP), as outlined in the current Small Business Program Plan.
