The California High-Speed Rail Authority (Authority) has issued a Request for Qualifications (RFQ) for Co-Development Agreement (CDA), RFQ No. HSR25-92, seeking Statements of Qualifications (SOQs) from qualified firms (Respondents) for certain work to be performed under a CDA to be entered between the Authority and the selected Respondent/Co-Development Partner (CDP). The CDP will advance commercial, technical, and financial solutions for the phased delivery of the California High-Speed Rail Program (Program) to best achieve the Program’s goals.

This successful Respondent/CDP will evaluate opportunities to leverage private-sector innovation, expertise, capital, and efficiency in design, construction, systems integration, finance, operations, and maintenance across one or more segments or elements of the Program.

In collaboration with the CDP, the Authority’s strategy aims to develop a flexible, phased delivery solution offering multiple delivery method options and an appropriately tailored allocation of risk and responsibility. Additionally, the Authority seeks to accelerate schedules and simplify administration through a master developer approach, while maximizing competition by requiring the CDP to conduct competitive procurements (in collaboration with the Authority) for key subcontracts under each Development Agreement package as directed by the Authority or required by state or federal law.
The CDA will establish a framework for a collaboration and negotiation process for the Authority and the CDP to identify potential development packages, from concepts to full public-private partnership agreement(s).

The total not-to-exceed dollar value for the agreement resulting from this RFQ is $25 million with an initial term of thirty (30) months. One or more Development Agreements may be executed with the CDP as a result of the CDA procurement process and resulting contract.

The Authority will issue a Request for Qualifications (RFQ) that will contain a description of the opportunity and instructions to Respondents, including a description of the selection process and evaluation criteria.
