Response to Federal Railroad Administration Audit, Attack on High-Speed Rail
On July 17, 2025, California sued the federal government over its illegal termination of federal grants funding for the project.
In a June 4, 2025, report, the Federal Railroad Administration (FRA) asked the Authority to deliver documentation supporting the Authority’s compliance with FY10 and FSP grants. That report highlighted the FRA’s intent to withdraw funds from the project.
In an initial June 11 rebuttal, Authority CEO Ian Choudri registered strong disagreement with the findings in the FRA report. The Authority further corrected the record in its July 7, 2025, formal response to the FRA.
On December 23, 2025, the Authority dismissed the lawsuit against the federal government after deciding this administration was not a reliable partner. The Authority hopes to renew a federal partnership with future administrations.
Recent Federal Investment
In the early part of the decade, the Authority received $69 million in funding from three Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grants; almost $202 million from the Consolidated Rail Infrastructure and Safety Improvements (CRISI) grant program; nearly $3.1 billion from the Federal-State Partnership for Intercity Passenger Rail (FSP) Program; and approximately $90 million from the Railroad Crossing Elimination (RCE) Program, totaling more than $3.4 billion. Early Federal Investment
The Authority received approximately $3.5 billion in federal funding commitments to complete environmental review for the Phase 1 system and to construct the 119-mile Central Valley Segment between Madera and Poplar Avenue.
Of this:
- $2.5 billion was from the federal American Recovery and Reinvestment Act of 2009 (ARRA),
- $929 million was appropriated by Congress from Fiscal Year 2010 (FY10) Transportation, Housing and Urban Development funds.
These funds were awarded by the FRA through federal grants. This partnership was instrumental in enabling the Authority to advance the program into construction. The $2.5 billion in ARRA funding was fully expended before the statutory deadline and in compliance with the FRA grant requirement. In January 2022, the FRA fully approved the Authority’s state match, about 12 months ahead of the deadline.
Per the terms of the federal grant agreement, the $929 million of FY10 funds, along with $360 million of state matching funds, are scheduled to be the last funding required to complete the federal grant scope of work.
