Program Overview

The California High-Speed Rail Authority launched the new and improved website dashboard feature below. It accurately tracks minority-owned small business participation on the high-speed rail project.

In addition to program goals and small business participation displays, the dashboard now also features an array of new user-friendly visual and graphical data, including breakdowns of minority-owned small businesses working on the high-speed rail program and total dollars expended to date. The dashboard will be regularly updated to reflect the latest publicly available information.

The California High-Speed Rail Authority is committed to small businesses playing a major role in building the statewide high-speed rail project. The Small Business Program has an aggressive 30 percent goal for small business participation including Disadvantaged Business Enterprises (DBE), Disabled Veteran Business Enterprises (DVBE) and Micro- Businesses (MB).

Happening Now

The Small Business Team posts payments prime contractors receive for work performed on the high-speed rail project. Prime contractors include:

  • Design-build teams, who are constructing the first 119 miles of high-speed rail in the Central Valley
  • Project and Construction Management (PCM) teams for Central Valley construction packages
  • WSP USA, Inc., our Rail Delivery Partner
  • Regional Consultants, who help the Authority with environmental work required for compliance with the Californi Environmental Quality Act and the National Environmental Policy Act; and preliminary engineering documents required for procurement

The Small Business Team has developed a tool for assisting small business owners, called the Small Business Escalation Form. The online comment form provides small businesses a convenient way to call attention to issues or concerns. Submittals will be sent directly to our Small Business Advocate.

The Small Business Escalation Form can help facilitate the following:

  • Appeal decisions made by the California High-Speed Rail Authority;
  • Investigate issues with a California High-Speed Rail Authority contractor;
  • Report concerns regarding payment;
  • Escalate concerns regarding small business utilization;
  • Request general Small Business Program information; and more.
