LOS ANGELES TO ANAHEIM

The California High-Speed Rail Authority (Authority) announces the availability of the Los Angeles to Anaheim Project Section Draft Environmental Impact Report/Environmental Impact Statement (EIR/EIS) for the California High-Speed Rail (HSR) System. The Draft EIR/EIS has been prepared and is being made available pursuant to both the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).

The Los Angeles to Anaheim Project Section Draft EIR/EIS and associated documents will be available to the public on December 5, 2025.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by the State of California pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated July 23, 2019 and renewed July 22, 2024, and executed by the Federal Railroad Administration (FRA) and the State of California. Under that Memorandum of Understanding (MOU), the Authority is the project’s lead agency under NEPA. Prior to the 2019 MOU, the FRA was the federal lead agency. The Authority is also the lead agency under CEQA.

The Authority and FRA completed a Statewide Program (Tier 1) EIR/EIS in November 2005 as the first phase of a tiered environmental review process for the proposed California HSR System planned to provide a reliable high-speed electric-powered rail system that links the major metropolitan areas of the state and that delivers predictable and consistent travel times.

The Authority has prepared a project-level (Tier 2) Draft EIR/EIS that further examines the Los Angeles to Anaheim Project Section (project section). The approximately 30-mile project section would provide HSR service between Los Angeles Union Station (LAUS) in Los Angeles and the Anaheim Regional Transportation Intermodal Center (ARTIC) in Anaheim, and travels through the cities of Los Angeles, Vernon, Commerce, Bell, Montebello, Pico Rivera, Santa Fe Springs, Norwalk, La Mirada, Buena Park, Fullerton, and Anaheim, as well as portions of unincorporated LA County known as West Whittier-Los Nietos. New HSR infrastructure at LAUS was already approved as part of the Burbank to Los Angeles Project Section in January 2022 or is studied as part of the Los Angeles County Metropolitan Transportation Authority Link Union Station Project. This project section would connect to the HSR System’s current southern terminus located south of LAUS.

This Draft EIR/EIS evaluates the impacts and benefits of a No Project Alternative and two build alternatives: Shared Passenger Track Alternative A and Shared Passenger Track Alternative B. The Authority’s Preferred Alternative under NEPA, which serves as the proposed project for CEQA, is Shared Passenger Track Alternative A. Shared Passenger Track Alternative A proposes approximately 30 miles of new and upgraded track, overhead contact system, maintenance and traction power facilities (including a light maintenance facility at 26th Street in the City of Vernon), additional freight rail track (including storage track replacement at Hobart Yard), grade separations and roadway modifications, drainage improvements, communications towers, security fencing, relocations of and modifications to passenger train stations, and other necessary facilities to introduce HSR service into the existing Los Angeles – San Diego – San Luis Obispo Rail Corridor from south of LAUS beginning at the northern edge of U.S. Highway 101 to ARTIC. New and upgraded tracks would allow other trains to share tracks with HSR. The Preferred Alternative includes an HSR station at ARTIC.

Shared Passenger Track Alternative B would be similar to Shared Passenger Track Alternative A, but would include a light maintenance facility at 15th Street in the City of Los Angeles.

Although not included in the Preferred Alternative, the Draft EIR/EIS also evaluates an option for one intermediate HSR station, which would consist of adding an HSR station platform and station facilities at either the Norwalk/Santa Fe Springs Metrolink Station or the Fullerton Metrolink/Amtrak Station.

Consistent with the Authority’s commitment to invest in regionally important early action projects to provide early benefits to transit riders and local communities in Southern California, while laying a solid foundation for implementation of the HSR system, both Shared Passenger Track Alternatives include early action projects (grade separations; freight or passenger rail track infrastructure; and improvements at passenger rail stations), which would improve safety and provide immediate mobility and reliability benefits for existing freight and passenger rail operations. These early action projects may be implemented by the Authority in collaboration with local and regional agencies, or by those other agencies relying on this Los Angeles to Anaheim Project Section EIR/EIS in advance of the HSR system as stand-alone projects. These early action projects may also be the subject of an environmental review process completed earlier than the Los Angeles to Anaheim EIR/EIS process by other implementing entities.  Additional infrastructure may be required by third parties to utilize the proposed HSR improvements, and these future improvements will be studied and approved in future environmental documents in accordance with federal and state law.

The Executive Summary, available in English, Spanish, and Korean consistent with applicable requirements and best practices, provides an overview of the substantive chapters. It includes a table listing the potential environmental impacts for each environmental resource topic and directs the reader to where additional information can be found in the document.

Chapter 1.0, Project Purpose, Need, and Objectives, explains why the project is proposed and provides a history of the planning process.

Chapter 2.0, Alternatives, describes the proposed alternatives and station locations as well as the No Project Alternative used for purposes of comparison. Chapter 2 also identifies the Authority’s Preferred Alternative, which also serves as the proposed project for CEQA.

Chapter 5.0, Community Analysis, discusses whether the proposed alternatives would cause disproportionate impacts on low-income and minority communities. It also identifies mitigation to reduce those impacts, where appropriate

Chapter 6.0, Project Costs and Operations, summarizes the estimated capital, operations, and maintenance costs for the proposed alternatives and design options.

Chapter 7.0, Other NEPA/CEQA Considerations, summarizes the project’s significant adverse environmental effects that cannot be avoided if the project is implemented, the project’s benefits, and the significant irreversible environmental changes that would occur as a result of project implementation.

Chapter 8.0, Preferred Alternative, identifies the Preferred Alternative for the Los Angeles to Anaheim Project Section and the basis for its identification

Appendices provide additional details on the proposed alternatives, the Draft EIR/EIS, and specific background information, data, and other evidence supporting the analyses. Technical appendices are primarily related to the affected environment and environmental consequences analyses. These appendices are numbered to match corresponding chapters and sections of the Draft EIR/EIS (e.g., Appendix 3.2-A is the first appendix for Section 3.2, Transportation).
