The California High-Speed Rail Authority (Authority) anticipates issuing a Request for Qualification (RFQ) to procure an agreement for program-wide Sustainability Services.

Please join representatives from the Authority at this Virtual Pre-Bid event to learn more about the procurement and a Small Business Workshop to learn of the importance of Small Business participation. Attendance at the Virtual Pre-Bid or Small Business Workshop are not mandatory and are not a prerequisite to submitting a Statement of Qualification.

Sustainability Services:

The purpose of this procurement is to enter into an agreement with a consultant to provide professional services to the Authority for Sustainability strategy, analysis, tracking, planning, and implementation related to the delivery of the high-speed rail program.

The scope of work for the resulting Agreement will include as needed Sustainability Services such as renewable energy planning, concept engineering, and procurement strategy, evaluating, tracking, and managing greenhouse gas emissions for rail transportation projects, evaluating, tracking and managing whole life-cycle carbon management of infrastructure projects, air quality tracking, reporting, and monitoring, climate risk assessments and climate adaptation implementation, sustainable design for district scale projects, sustainability reporting against accepted standards, and managing extensive sustainability data for infrastructure projects.

The not-to-exceed dollar value for the Agreement is $11.7 million with a three-year term. At the Authority’s sole discretion, the Agreement may be amended twice with one-year extensions.

The anticipated schedule for this new procurement is as follows:

  1. RFQ Release: November 28, 2022;
  2. SOQ Due Date: February 1, 2023;
  3. Notice of Proposed Award: February 2023; and
  4. Contract Execution and Notice to Proceed: April 2023.

Small Business Workshop:

Additionally, the Authority’s Small Business team will be hosting an informational workshop following the pre-bid conferences that will be applicable to both procurements. The purpose of the workshop is to provide a detailed overview of the Small Business Program, small business compliance, and information on the certifications that count toward the Authority’s small business goals. The event will also include a certification workshop with the Department of General Services (DGS) and the Department of Transportation (DOT) followed by a Q & A session.

Please be advised that attendance at these virtual pre-bid conferences and small business workshop are not a prerequisite to submitting a Statement of Qualifications.
