Facilities Design Services

Subject to approval by its Board of Directors (Board), the California High-Speed Rail Authority (Authority) anticipates issuing a Request for Qualifications (RFQ) to procure an architectural and engineering (A&E) contract for Facilities Design Services.

Scope – Term – Budget
This procurement will result in a contract with a scope of work that provides for the design services and the design support services during construction of the Authority’s facilities (excluding stations), associated access walkways, access roads, foundations, sewage systems, drainage systems, and vehicle parking, for the 171-mile Early Operating Segment from Merced to Bakersfield.

The RFQ will qualify the successful offeror for 100% of the designs, which includes the following facilities: Operations Control Center (OCC); Backup Operations Control Center (BOCC); Maintenance of Way Facilities (MOWF); Maintenance of Way Siding (MOWS); Heavy Maintenance Facility (HMF); Light Maintenance Facility (LMF); Stores/Warehouse; Train Certification Facility (TCF); Integrated Test Facility (ITF); Training Facility; and Walkways/road access/layouts/ vehicle parking/foundations/security/ fencing/internal and external space for each facility.

Be advised, however, that not all of the above-referenced design work is guaranteed under this contract. The Authority will maintain the option at its sole discretion, to reprocure the designs of some of the facilities identified above through other contracts as the program needs, funding and requirements evolve.

The resulting A&E contract will have a term of six years and two months with a not-to-exceed amount of $43 million. It is currently anticipated that the facility designs will support a design-bid-build construction methodology. The Authority will issue NTP 1 to the Consultant to commence work after the execution of the Agreement by both parties, and the anticipated structure for the NTPS for work as follows:

NTP 1: Will include completion of the design principles stage for the facilities, completion of the detailed design stage for the MOWF, LMF, OCC, TCF, and Training Facility, including related construction support services. Cost of Services: $43 million.

NTP 2: Will include the completion of the design principles stage and detailed design stage for the HMF, including construction support services.

NTP 3: Design of the remaining facilities BOCC, ITF, MOWS, Stores/Warehouse as prioritized by the Authority according to program funding availability, needs and requirements. This work will also include construction support services.

Schedule
Subject to Authority Board approval, the anticipated schedule for this procurement is under development.
