HSR24-44 Right-of-Way Acquisition Services

The California High-Speed Rail Authority (Authority) has issued a Request for Proposal (RFP) to procure a contract for Right-of-Way Acquisition Services. The purpose of this procurement is to enter into an agreement with a firm (s) that will provide the Authority with services related to Right-of-Way (ROW) acquisition, relocation assistance, condemnation, real property management, and other real property-related services. The location of the services shall be performed in the counties of Merced, Madera, Fresno, Kings, and Tulare for the segments of the high-speed rail system situated in the Central Valley.

This is a multiple-award solicitation.

The schedule for this procurement is as follows:

  • RFQ Release: Wednesday, February 26, 2025
  • Proposer Notification of Attendance of Virtual Mandatory Pre-Bid Conference by 5:00 p.m. Pacific Time: Monday, March 10, 2025
  • Virtual Mandatory Pre-Bid Conference Invitations Sent Out by 5:00 p.m. Pacific Time: Tuesday, March 11, 2025
  • Virtual Mandatory Pre-Bid Conference: Wednesday, March 12, 2025 at 2:00 p.m. Pacific Time
  • Deadline to submit written questions: Due Wednesday, March 19, 2025 at 3:00 p.m. Pacific Time
  • Responses to written questions posted by the Authority: Wednesday, March 26, 2025 by 5:00 p.m. Pacific Time
  • Proposals Due: Wednesday, April 16, 2025, by 1:00 p.m. Pacific Time*
  • Invitations to Interviews sent: Tuesday, May 6, 2025
  • Interviews with Proposers held: Tuesday, May 13, 2025
  • Notice of Proposed Award: Friday, May 23, 2025
  • Proposed Start Date: Monday, June 2, 2025
