Progressive Design-Build Services for Traction Power Request for Proposals
The California High-Speed Rail Authority (Authority) anticipates issuing a Request for Proposals (RFP) to procure a contract for the Progressive Design Build of its traction power, solar photovoltaic (PV), and battery storage systems (BESS) components.
Scope – Term – Budget
Subject to Board approval, the Authority intends to enter into a progressive design-build contract for the design, construction, testing, and maintenance of the traction power components described above towards completion of the California High Speed Rail. The scope of work includes all necessary design, construction, and testing activities, as well as a maintenance component yet to be determined. The Authority anticipates that the resulting contract term will be until December 31, 2030; plus a 5-year maintenance obligation following commencement of revenue services. The anticipated overall funding is $1.2 billion. Collaboration between the selected contractor and the Authority, including other Authority contractors, is paramount to the success of this project and will be emphasized throughout its procurement and implementation.

- RFP Release: Early Fall 2024
- Proposals Due: First Quarter 2025
- Notice of Proposed Award: Spring 2025
- Contract Execution and Notice to Proceed: Summer 2025
