Congressional and Administration Liaison and Strategic Advisory Services in Washington, D.C.

The California High-Speed Rail Authority (Authority) has issued a Request for Proposal (RFP) to procure a contract for Congressional and Administration Liaison and Strategic Advisory Services in Washington, D.C. The purpose of this procurement is to enter into an agreement with a firm that will provide Congressional and Administration Liaison and Strategic Services. Services under this Agreement will include, but not be limited to: federal budget and policy development to benefit the Authority; creating coalitions and partnerships to achieve Authority goals; education and relationship development with government staff, federal agencies and stakeholder groups.

This scope of work includes the responsibility for Congressional and Administration Liaison and Strategic Advisory Services in Washington, D.C. under this Agreement will include, but not be limited to: Liaison with the California Delegation, Liaison with the Federal Administration, Liaison with Key Congressional Committees, Coordination with State Administration on Federal Issues, Public Relations and Communications Assistance, and other services.

The schedule for this procurement is as follows:

  • RFQ Release: Tuesday, May 07, 2024
  • Deadline to submit written questions: Due Friday, May 17, 2024, by 12:00 p.m. Pacific Time
  • Authority responses to written questions: Friday, May 24, 2024, by 5:00 p.m. Pacific Time
  • Proposals Due: Friday, June 07, 2024, by 11:00 a.m. Pacific Time*
  • Notice of Proposed Award: Friday, June 21, 2024
  • Proposed Start Date: Monday, July 01, 2024
