Financial and Commercial Advisory Services

The California High-Speed Rail Authority (Authority) has issued a Request for Proposal (RFP) to procure a contract for Financial and Commercial Advisory Services. The purpose of this procurement is to enter into an agreement with a firm that will provide the Authority with specialized high-speed rail financial advisory services and review of large procurements to minimize fiscal risk to the state, consulting and analysis of funding approaches included in Business Plans and Funding Plans, preparing grant applications, and occasional reviews of accounting systems and reports for accuracy of reporting to the Board and the federal government.

This scope of work includes the responsibility for Financial and Commercial Advisory Services. Services under this Agreement will include, but not be limited to: High-Speed Rail Commercial, Planning, and Procurement Advisory Services; Financing and Funding Advisory Services; Business and Economics Advisory Services; Project Financial Advisory Services’ and Contract Compliance Management.

The schedule for this procurement is as follows:

  • RFQ Release: Tuesday, February 20, 2024
  • Deadline to submit written questions: Due Tuesday, February 29, 2024, by 3:00 p.m. Pacific Time
  • Authority responses to written questions: Wednesday, March 4, 2024, by 5:00 p.m. Pacific Time
  • Proposals Due: Thursday, March 21, 2024, by 11:00 a.m. Pacific Time*
  • Invitations to Interviews sent: Thursday, April 4, 2024
  • Interviews with Proposers held: Monday, April 8, 2024 – Friday, April 12, 2024
  • Notice of Proposed Award: Monday, April 22, 2024
  • Proposed Start Date: Monday, July 1, 2024
